On 7 and 8 October 2014, the judges and legal secretaries of the EFTA Court participated in a seminar hosted by the Chief Justice of Norway, Tore Schei, on the issue ”to refer or not to refer”. Speakers from the EFTA Court were President Carl Baudenbacher, Judge Páll Hreinsson, and Judge Per Christiansen. Speakers from the Supreme Court of Norway were Justice Jens Edvin A. Skoghøy, Justice Henrik Bull and Justice Arnfinn Bårdsen. It was not only discussed when a reference to the EFTA Court has to be made, but also how it should be made.
